Rajshahi University Central Students’ Union (RUCSU) General Secretary Salauddin Ammar has yet to submit bills and vouchers for Tk18.39 lakh out of Tk23.88 lakh withdrawn from the union’s fund.
Although he submitted bills and vouchers for Tk5.49 lakh, no documents have been submitted for the remaining amount, accounting for around 77% of the total withdrawn.
The issue has raised questions about how and in which sectors the money was spent.
The information was found through an analysis of expenditure-related documents from the office of the RUCSU treasurer.
According to the documents, Ammar withdrew Tk23.88 lakh in seven instalments. Of the amount, bills and vouchers for only Tk5.49 lakh have been submitted.
The documents show that Tk3.02 lakh was withdrawn on 158 January for setting up booths during the admission tests for the 2025-26 academic year. Another Tk13.77 lakh was withdrawn on 27 January as the January budget for RUCSU members, while Tk1.60 lakh was withdrawn on 13 April for official expenses of RUCSU members.
No bills or vouchers have been submitted for the Tk18.39 lakh withdrawn in these three instalments.
Asked about the delay in submitting the documents, Ammar said, “The admission test booth setup was part of the initial budget. At the time, we were not aware that VAT had to be added to the expenditure. As a result, we faced some difficulties in reconciling the Tk3 lakh and preparing the bills.”
Regarding the Tk13.77 lakh withdrawn for RUCSU members, he said, “The amount has not been submitted because the accounts from the science and technology affairs secretary have not yet been received. The accounts for another amount have already been submitted.”
According to RUCSU expenditure records, bills and vouchers are required to be submitted after funds are withdrawn for various programmes and official expenses. However, as the bills and vouchers for Tk18.39 lakh withdrawn in the name of the GS have yet to be submitted, the records do not fully reflect how and in which sectors the money was spent.
RUCSU Treasurer Prof Setaur Rahman said bills and vouchers should be submitted immediately after the completion of any programme.
“Some bills and vouchers of RUCSU are yet to be submitted. We have asked them to submit the documents following the proper procedure,” he said.
RUCSU President and university Vice-Chancellor Prof Faridul Islam said financial accounts, along with bills and vouchers, should be submitted immediately after the completion of any programme.
“We have asked the treasurer at every RUCSU session to remain vigilant about the matter. But I am not aware why all the vouchers have not yet been submitted. I will look into the matter,” he said.
He added, “Bills and vouchers must be submitted for all university expenditure, and RUCSU must also follow the same procedure.”
Meanwhile, a total of Tk1,29,14,689 has been allocated from the RUCSU fund for various programmes of the current council. Bills and vouchers for Tk61,50,468 of the allocated amount have yet to be submitted.
The largest outstanding amount is the money withdrawn in the name of GS Salauddin Ammar.
